The franchise of the Henry County Water System includes the entire county with the exception of the Corporate Limits of Abbeville, Headland and Newville, and the service areas of the two other rural water systems. The Henry County Water Authority (HCWA) was formed in 1977 for the purpose of constructing, operating and maintaining a countywide water system for parts of Henry County not served at the time. A three member Board of Directors appointed by the County Commission governs the Henry County Water Authority which owns and operates the Henry County Water System.
